This study focuses on the electromagnetic characterization of two lunar regolith simulants, EAC-1A and JSC-2A, using complex permittivity and dielectric loss tangent measurements. The measurements are conducted in the frequency range of 400 MHz to 20 GHz using two nonresonant techniques: the Open-Ended Coaxial Probe (OECP) and the transmission line method. The results show that EAC-1A has a permittivity of = 0.0432 f + 4.0397 and a loss tangent of tan e = 0.0015 f + 0.0659, while JSC-2A has a permittivity of = 0.0432 f + 4.0397 and a loss tangent of tan e = 0.0039 f + 0.1429. The study also considers the effects of humidity and density on the measured values, and compares the results with previously measured simulants and real lunar regolith samples. This paper presents electromagnetic characterization of EAC-1A and JSC-2A lunar regolith simulants using OECP and transmission line methods. Key findings include non-magnetic behavior, permittivity, and loss tangent values across frequency ranges. Density measurements and linear approximations for permittivity and loss tangent are reported. This paper characterizes EAC-1A and JSC-2A lunar regolith simulants using electromagnetic measur
